CBFC Issues Advisory To Cinemas In Northeast On Strict Enforcement Of Film Certification Norms

The Guwahati regional office of the Central Board of Film Certification (CBFC) has issued an advisory to cinema halls, multiplexes and public auditoriums across Northeast India, calling for strict compliance with provisions of the Cinematograph Act, 1952, the Cinematograph (Certification) Rules, 2024, and age-based film certification guidelines.

The advisory underlines the need for rigorous enforcement of age restrictions, particularly for films certified “A” (Adults Only).

Exhibitors have been instructed not to allow entry to anyone below 18 years of age, including infants and lap children. Cinema operators have also been directed to verify valid age proof, prominently display statutory notices and ensure zero tolerance in implementation.

Violations may invite penalties, including a fine of Rs 10,000 per minor, imprisonment of up to three years, and fines that may extend to Rs 10 lakh.

With regard to UA-certified films, the CBFC has asked exhibitors to strictly follow the revised sub-categorisation guidelines—UA 7+, UA 13+ and UA 16+.

The advisory emphasises the display of appropriate cautionary messages and encourages parental discretion to ensure that the intent of certification norms is upheld.

The regional office has further reiterated that no film may be publicly exhibited without a valid CBFC certificate, as mandated under the Cinematograph Act.

Screening uncertified films constitutes a serious offence and is punishable with imprisonment of up to three years along with fines.

In addition, all cinema halls have been reminded of the mandatory requirement to screen approved Public Service Announcements and social films before every feature presentation. Failure to comply may result in fines of up to Rs 1 lakh and could also lead to suspension of the cinema licence.

The CBFC’s Guwahati regional office has urged all stakeholders to ensure full compliance with the advisory in the interest of lawful film exhibition, public safety and responsible viewing practices across the region.
